Where did the regulatory underpinnings for the global drug wars come from? This book is the first fully-focused history of the 1961 UN Single Convention on Narcotic Drugs, the bedrock of the modern multilateral drug control system and the focal point of global drug regulations and prohibitions. Although far from the propagator of the drug wars, the UN enabled the creation of a uniform global legal framework to effectively legalise, or regulate, their pursuit. This book thereby answers the question of where the international legal framework for drug control came from, what state interests informed its development and how complex diplomatic negotiations resulted in the current regulatory system, binding states into an element of global policy uniformity.

AbstractWords appear to be denizens of the external world or, at any rate, not wholly mental, unlike our pains. It is the norm for philosophical accounts of words to reflect this appearance by offering various socio-cultural conditions to which an adequate account of wordhood must cleave. The paper argues, to the contrary, that an adequate account of word phenomena need avert to nothing other than individual psychology along with potential external factors that in-themselves do not count as linguistic. My principal leverage will be that, by everyone's lights, whatever words are, they are syntactically combinable and possess structural properties. But such conditions cannot be externally realised; instead, they are aspects of our internally realised cognitive capacity. It will also be argued, however, that the position is consistent with much of our common lore about words, albeit sans an externalist linguistic ontology.

AbstractThe paper argues that natural language quantification, as expressed by determiner phrases, is not polysemous. The foil for this claim is Hofweber (Ontology and the ambitions of metaphysics. Oxford University Press, 2016; Mind, 128:699–734, 2019), who contends that natural language quantification is polysemous between a domain reading and an inferential reading. The thesis is intended to support a more general division between externalist and internalist positions in semantics. The paper, to the contrary, argues that there is no linguistic evidence for polysemous quantification, and Hofweber's proposal proves to be non-compositional. Further, an approach at least consistent with internalism is available independent of an inferential reading, for natural language quantification can be read as ontologically neutral, which removes the rationale for the polysemy hypothesis. The paper remains neutral on so-called heavyweight (thick) vs. lightweight (thin) construals of quantification, which are not claims about natural language semantics.

This chapter challenges contemporary policy conceptions on the historical relationship between drugs and development policies. It uses a historical analysis to examine the interaction of drugs, governance, security, welfare and economic development policies within drug producing contexts in Asia, from colonialism through the period of decolonisation. It highlights that although modern narratives of drugs and development tend to view the latter as new and involving even immediately contemporary innovations for dealing with the outcomes of drug economies and drug policies, the historical reality is much more complex. Managing drugs and development was a fundamental historical process of state regulation, control and the settling of geographical boundaries, both economically and physically. This chapter posits two foundational ideas. First, the issues of drugs and development have always been fundamentally linked, from the globalisation of trade through mercantilist imperial policies, state formation, the limits of governance, the distribution of economic gains, and political economy outcomes stretching from the local to the global. Drugs, licit and illicit, have therefore always been an issue of economic development. Second, policymakers have long recognised and developed state responses based on the above reality. While not going under its now 'official' title, many of the principles of 'alternative development' have been ingrained in policy responses and limitations over the past several centuries.

AbstractThis essay examines theories of value and property in relation to conceptions of morality, correct comportment, and their influences on Afro-Bahians subject to late twentieth- and early twenty-first-century cultural heritage initiatives in the Pelourinho neighborhood of Salvador, Bahia, Brazil. This urban space is the nation's most expressive site for the performance of Afro-Brazilian identity and the commemoration of tradition. In analyzing the role of morality in Pelourinho-based cultural property-making, I focus on popular critiques of heritage discourse to argue that, in conjuring a particular form of cultural heritage that bears a distinct resemblance to UNESCO's immaterial patrimony programs, the Bahian state has piggybacked on social scientific evaluations of local people's moral comportments in order to put together an archive of everyday life that exists as a standing reserve for histories of Brazil and the marketing of cultural heritage. This data produced in an effort to regulate the historical center has revolved around the state's evaluation of the moral probity and everyday habits of the Pelourinho's overwhelmingly Afro-Brazilian populace. The result is a conceptualization of cultural labor that emanates not from the capacities and struggles of producers, but from a decentered or distributed view of production, which I tie to the existence of this archive. Consumers, or visitors to the historical center, as well as historical archives thus play a critical role in this form of constructing property and understanding the sources and fungibility of labor in a global economy for multicultural difference that depends on an emphasis on futurity and market reflexivity.
